Incident A Matter of Priorities Essay Thompson, production manager of Thompson Manufacturing, has the final authority when hiring any new supervisors. Sheila is currently looking to fill a position and having her Human Resources manager, Pete Peterson, do preliminary interviews to do the initial screening of applicants before being sent to her for final approval. Preliminary interviews are being conducted at the same time Sheila is having a very busy day. Pete Peterson has found a possible suitable young applicant by the name of Allen Guthrie that he would like Sheila to immediately see since Mr Guthrie is already on the premises. Current Situation Sheila Thompson is already having a hectic day at her office. While a search for a suitable candidate out of the applicant pool to fill a supervising position is being conducted by the Human Resources manager, Pete Peterson, Ms. Thompson is busy at work taking multiple phone calls and handling business affairs for Thompson Manufacturing. Pete Peterson has contacted Sheila about a possible candidate he finds will make an excellent supervisor that she has been looking for. Although Sheila is too busy to have in interview she agrees to see Mr. Guthrie immediately. During their interview Ms. Thompson has to take multiple phone calls and halt their interview progress. The duties she must attend to have come before the interview and Mr Guthrie, her applicant, many times. After another interruption Mr Guthrie has to leave in order to pick up his wife from work. The interview has not been completely, but Sheila has instructed Allen Guthrie to call her at another time. Answering the Questions Sheila Thompson has been tasked with having the final approval of hired applicants when looking to fill a supervisor position. The applicants go through the normal procedure in order to make it through into a structured interview. A structured interview has the ability to â€Å" increase reliability and accuracy by reducing the subjectivity and inconsistency of unstructured interviews†(Mondy 153). Her applicant who made it through the screening, Allen Guthrie, was advised he would be able to have an interview with Ms.Thompson immediately after his screening. Sheila notably has been far too busy already to take on this take, being impromptu, but decided she would see the applicant in leu of her busy schedule. Sheila, being the production manager that she is should have realized it was not the time to conduct a structured interview with any applicant at that time. She simply could have instructed her Human Resources manager, Pete Peterson, that it would have been improper for the applicant and her current work situations. Sheila should have made the executive decision to either commit herself to the interview, or schedule it for another day where she can put the invested time needed when conducting an interview for a possible supervisor. There were too many interruptions understand the applicant fully and give the interview the time it deserved to make an executive decision. Also, when a her attention, when able to be given, was on her applicant there were more pressing work concerns at hand at that time. Interviews should happen on a time when there would be a low impact on office hours and business. For the future, a scheduled interview will cause a less of an business impact and she would be able to focus her attention on her applicant in order to make an executive decision if he is the right fit for the position. Sheila Thompson, being the production manager, makes the final approval for all her intended supervisors. Her Human Resources manager, Pete, makes the selection process and forwards them to Sheila for final approval. Pete may have an idea of what Sheila is looking for, but he can only try to find a right fit based on experience and record. Since Sheila has the final approval she may be looking for something that Pete does not look for or screen for. Having Pete screen possible applicants will cut down on time spent for the production manager, who is obviously busy, but should be handled for employees not in the pool for a supervising position. If Sheila is the only manager able to make the final approval for supervisors, she should be the one running the selection process as well. If what Sheila is searching for, does not match what Pete screens for there it can waste precious company time and resources. The selection process of choosing from a group of applicants the individual best suited for a particular position and the organization†(Mondy 138). Pete may very well reject an employee he may not find suitable for the position, while Sheila may have found the applicant perfect. In order for time and company efficiency it is in Sheila’s, and Thompson Manufacturing, that she do the selection process if she wishes to have the final approval as well. Conclusion Sheila Thompson never should agreed to conduct an impromptu interview in the manner that she had. An interview is meant to find the perfect candidate suitable for the position in question and the company as a whole. With the interview performed how it was she was not able to perform her duties as a production manager or hiring manager for supervisors. If she had been in charge of the selection process for supervisor positions she could have allocated proper time to find the pool of candidates that fit her needs for the position as well as set up a proper time where she could conduct the interview without office distractions.

Homosexuality In Modern Day Society | Religious and Societal Views Homosexuality is a romantic or sexual attraction or behavior among members of the same sex. It refers to an enduring patterns of or disposition to experience sexual, affection, or romantic attractions primarily to people of the same sex. It is an individuals sense of personal and social identity based on those attractions, behaviors expressing them, and membership in a community of those who share them. Homosexuality nowadays, leads to Same-Sex Marriage, according to Oxford English Dictionary; it is a legally or socially recognized marriage between two persons of the same biological sex or social gender. It is in which other country like Netherlands is in favor of Same-Sex Marriage; while other country, particularly the Philippines does not agree or even implement the Same-Sex Marriage. Since that the Philippines is the only Catholic country and Christian dominan country in Asia and it is 3rd in the world, we Filipinos live in a family-oriendted family. Hence, we are raised up with different values which include the Moral Values we obtain from the teachings of the Bible; the sacred book of Christianity. If a man also lie with mankind, as he lieth with a woman, both of them have committed an abomination: they shall surely be put to death; their blood shall be upon them. (Leviticus 20:13) There shall be no whore of the daughters of Israel, nor a sodomite of the sons of Israel. Thou shalt not bring the hire of a whore, or the price of a dog, into the house of the LORD thy God for any vow: for even both these are abominations unto the LORD thy God. (Deuteronomy 23:17-18) As years pass by, there are a lot of incidents which pertains to the Same-Sex Marriage. And as a growing community, authority speaks out and commented on the issue. Pope Benedict XVI gave his comment regarding the issue. He merely opposed to gay/lesbian marriage concerning about the environment, suggesting the law determining the differences between the sexes were threats to creation. Comments were made by the Pope addressing it to the Diplomats with the main theme of The Environment and the protection of Creation, whereas; To carry our reflection further, we must remember that the problem of the environment is complex; one might compare it to a multifaceted prism. Creature differs from one another and can be protected, endangered, in different ways, as we know from daily experience. One such attacks comes from laws or proposals which, in the name of fighting discrimination, strike at the biological basis of the differences between the sexes, Yet, freedom cannot be absolute, since man is not GOD, GODS CREATION. For man, the path to be taken cannot be determined by caprice or willfulness, but must rather correspond to the structure willed by the creator. (qtd in. Gay Marriage threat to Creation) In lieu with this, Pope Benedict XVI, disagree in Same-Sex Marriage. Our body is sacred and its sacredness leads to the respect of each and every one of us. It is indeed that each and every one of us has our own side on the issue Same-Sex Marriage. Each religious group that is existing right now has their own stand regarding the issue. Islamic law explicitly denounces homosexuality and the practice of homosexuality is a crime in many Islamic countries, including Iran and Saudi Arabia. Although the Presbyterian Churchs governing body has not explicitly addressed the issue of gay marriage, the church issued a ruling in 1997 prohibiting the ordination of homosexuals. Regional bodies and clergy, however, have challenged this ruling, causing a major rift among Presbyterians. Although the Episcopal Church has not explicitly established a position in favor of gay marriage, in 2006 the church stated its support of gay and lesbian persons and [opposition to] any state or federal constitutional amendment prohibiting gay marriages or civil unions. Furthermore, in 2009, the churchs national convention voted to give bishops the option to bless same-sex unions. While the Reform and Reconstructionist Jewish movements are ardent supporters of gay and lesbian rights, including the right of same-sex couples to wed, they do not require rabbis to officiate at the weddings of gay couples. The Conservative movement, which does not sanctify gay marriage, grants autonomy to individual rabbis to choose whether or not to recognize same-sex unions. The leadership of Orthodox Judaism has defined marriage as an institution between a man and a woman and therefore does not accept same-sex marriage. The essence of having a happy and healthy life is having a family. Family, in a sense that love and caring is within its family members. Sexual interactions between same sexes are not capable of having a family. Indeed, it is a very factual line that each of us agree. Same-Sex Marriage as a matter of fact is not socially accepted here in the Philippines. These may lead to the discrimination of the homosexuals, bisexuals, transgender and others who belong to the third sex. According to House Bill 1245, authored by Rep. Rozzano Rufino Ruffy Biazon, it is the amendment of the countrys Family Code to limit the marriage to natural born males and females only. Regards to this House Bill is the Total Ban of Same-Sex Marriage here in our country. On the other hand, Sen. Miriam Defensor Santiago filed Senate Bill No. 1276 which aims to bar the Same-Sex Marriages celebrated abroad from getting legal recognition here in the Philippines. This Bill seeks to correct the Family Code, which does not explicitly void Same-Sex Marriage which was solemnized abroad. Marriage is a Union founded on the distinction of sex. (qtd. in Bill 1276) As a Senate counterpart of House Bill 1245, Sen. Rodolfo Biazon filed Senate Bill No. 1575. A reaction to a number of rulings made by local courts which allow every citizen who are transsexuals to change their status from male to female. with recent developments in the field of medicine, it is now possible to allow or to change a persons sex organ to make it appear as that of the opposite sex. In this Bill, it prohibits marriage between two men or two women, whom one of it had a sex organ exchange in which the Vatican disagree. (House 1245) These Bills are all pending cases in the House Committee on Youth, Women and Family Relations. In which these Bills were merely discussed, evaluated and argued by the respectable Representatives and Senators of the Republic of the Philippines. Issues are made due to Same-Sex Marriage which leads to the societal problems and misunderstandings. We respect every human being in this world. Due to issues which damage the image of third sexes, many organizations and governing bodies were born, in order to protect the Civil Rights of each Third Sex. Each organization has its goal to end the discrimination and the criminalization towards the Third sexes. Laws protecting the Homosexuals were made and implemented. But there are only states who are merely implementing these laws. Gay Rights Movement, an organization organized in America, which efforts were made in order for the Homosexuals to be treated equally among others. It aims that each Homosexuals must be respected and must not experience Discrimination from others. (Gay 95) Many non profits, non partisan networks of the third sexes boomed here in the Philippines. These are Organizations and Individuals who are working towards achieving a society free from all forms of Discrimination, particularly those who are based on gender or sexual orientation. Lesbian and Gay Legislative Advocacy Network-Philippines was formally launched in 1999. Its purpose is to advance and protect the Human Rights and fundamental freedoms of each Filipino who belongs to the Third Sex, especially in the area of Politics and Legislations. Its advocacy is to push for laws that will promote the Third Sex Rights and Welfare. Indeed, campaigns were made to influence publics discourse on Sexuality and to raise the influence awareness of every Filipino regarding the situation of Lesbians and Gays. Another organization here in the Philippines is the LADLAd, a network of Lesbian, Gays, Bisexuals, and transgender Filipinos. An organization formed last September 1, 2003. Magladlad means to unfurl the cape that used to cover ones body as a shield. It simply means that each and every one of us who are experiencing something different relating to gender, must come out of the closet and reveals whats inside and to standout with dignity. And as a result, you will find yourself to be free and respectable. Ladlad run for a Party-list for Congress last elections and they bound to make History as the first ever political party which composed of different Filipinos from the Third Sex that will claim and reclaim the rights that the Third Sexes lost from years of homophobia and Discrimination. They aims to be the organization which will provide comfort to the Third Sex. And a sandigan of the needy homosexuals who are abused, simply because of belonging to the third Sex. Ladlad also aims the following platforms, whereas; Support for the Anti-Discrimination Bill that gives LGBT Filipinos equal opportunities in employment and equal treatment in schools, hospitals, restaurants, hotels, entertainment centers, and government offices. Re-filing of the bill to repeal the Anti-Vagrancy Law that some unscrupulous policemen use to extort bribes from gay men without ID cards; Setting up of micro-finance and livelihood projects for poor and handicapped LGBT Filipinos; Setting up of centers for Golden Gays, or old and abandoned LGBTs, as well as young ones driven out of their homes. The centers will also offer legal aid and counseling, as well as information about LGBT issues, HIV-AIDS, and reproductive health. These centers will be set up initially in the key cities/metropolitan areas of the Philippines Baguio, National Capital Region, Cebu and Davao. (Ladlad 101) They differ in names, but they have their same goals and achievements. Campaigning in prohibiting the Discrimination of the Third Sexes. Due to the issues and governing bodies which support Third Sex, effect cannot be vanished from this kind of scenarios. Each event that took place have effects. It may be Positive or Negative effects that can change or affects us, in a manner that we are concern in whats the real score between the issue- Same-Sex Marriage. According to Dr. Ambert, Same-Sex Marriage has possible positive and negative effect to children. She also stressed that through the vivid image that children saw in their Environment, really affects them in a good and bad manner. It is not whether children should be raised by same-sex parents, it is whether same-sex parents should be allowed to marry , or they ,must simply lived together-perhaps-with children under a status less than marriage, with reduced recognition and support by the state. (Same 97) Children would benefit led by a family composing of Same-Sex Marriage. Without question, civil marriage enhances the welfare of the community. It is a social institution of the highest importance. French v. McAnarney, supra. Civil marriage anchors an ordered society by encouraging stable relationships over transient ones. It is central to the way the Commonwealth identifies individuals, provides for the orderly distribution of property, ensures that children and adults are cared for and supported whenever possible from private rather than public funds, and tracks important epidemiological and demographic data..Where a married couple has children, their children are also directly or indirectly, but no less auspiciously, the recipients of the special legal and economic protections obtained by civil marriage..marital children reap a measure of family stability and economic security based on their parents legally privileged status that is largely inaccessible, or not as readily accessible, to non-marital children. Some of these benefits are social, such as the enhanced approval that still attends the status of being a marital child. Others are material, such as the greater ease of access to family-based State and Federal benefits that attend the presumptions of ones parentage. (qtd. In More on the Hawaii Same-Sex Civil Marriage Case.) Some would argue that when a state allows SSM, the public will gradually become more accepting of homosexual orientation and behavior. They will agree with professional mental health associations and recognize it as a normal, natural, unchosen and unchangeable sexual orientation for a minority of adults. This will reduce levels of discrimination, hatred, and oppression against gays and lesbians, and reduce the levels of ridicule that their children receive from fellow students. Dr. Ambert comments that: Lesbigays who have children often create a network of fictive kin or chosen family (friends, former partners, and willing relatives) for social and emotional support as well as to offer their children suitable adult role models of the other sex. This support network may be entirely gay but generally represents a mixture. This arrangement gives children many additional role models in their life, that children in families led by opposite-sex couples may not have. (Same 97) Many religious and social conservatives disagree completely with professional mental health organizations and believe that homosexuality is abnormal, unnatural, chosen and changeable. Most disapprove of equal rights for gays and lesbians, including the right to marry the individual that they love. Many believe that homosexual behavior is hated by God. If these beliefs are true, then one might argue: 1. Children raised in families led by same-sex parents would be continually exposed to homosexuality. They may choose to become gay or lesbian at a higher rate than those raised by a father and mother. 2. Men and women have very different personalities, brain structure, talents, etc. They are designed to fit into very different roles within the family. In order for children to be properly socialized, they need to be brought up by both a father and a mother. The long range effects on children who are brought up by two women or two men are unknown and can only be speculated upon. 3. God may punish same-sex parents. This might adversely affect the children in their family. 4. God may also punish the nation as a whole if SSM is legalized. That would harm all children in the nation. 5. Children of same-sex couples will be exposed to a great deal of ridicule and hatred by their fellow students. This could negatively affect their development. (Same 99) Issues concerning health has an effect on Same-Sex Marriage. Sexually transmitted diseases (also known as STDs or STIs for sexually transmitted infections) are infectious diseases that spread from person to person through intimate contact. STDs can affect guys and girls of all ages and backgrounds who are having sex it doesnt matter if theyre rich or poor. () Unfortunately, STDs have become common among teens and also sex by the same-sex. Because same gender which is having sex is more at risk for getting some STDs, its important to learn what you can do to protect yourself. STDs are more than just an embarrassment. Theyre a serious health problem. If untreated, some STDs can cause permanent damage, such as infertility (the inability to have a baby) and even death (in the case of HIV/AIDS). Some of the things that increase a persons chances of getting an STD are: Sexual activity at a young age. The younger a person starts having sex, the greater his or her chances of becoming infected with an STD. Lots of sex partners. People who have sexual contact not just I I ntercourse, but any form of intimate activity with many different partners are more at risk than those who stay with the same partner. Unprotected sex. Latex condoms are the only form of birth control that reduce your risk of getting an STD. Spermicides, diaphragms, and other birth control methods may help prevent pregnancy, but they dont protect a person against STDs AIDS is one of the most serious, deadly diseases in Human history. More than 20 years ago, doctors in the United States identified the first cases of AIDS in San Francisco and New York. Now there are an estimated 42 million people living with HIV or AIDS worldwide, and more than 3 million die every year from AIDS-related illnesses. According to Oxford dictionary, AIDS is caused by the human immunodeficiency virus (HIV). HIV destroys a type of defense cell in the body called a CD4 helper lymphocyte (pronounced: lim-fuh-site). These lymphocytes are part of the bodys immune system, the defense system that fights infectious diseases. But as HIV destroys these lymphocytes, people with the virus begin to get serious infections that they normally wouldnt that is, they become immune deficient. The name for this condition is acquired immunodeficiency syndrome (AIDS). As the medical community learns more about how HIV works, theyve been able to develop drugs to inhibit it (meaning they interfere with its growth). These drugs have been successful in slowing the progress of the disease, and people with the disease now live much longer. But there is still no cure for HIV and AIDS. Hundreds of same-sex who are engaged in sex become infected with HIV each year. HIV can be transmitted from an infected person to another person through blood, semen (also known as cum, the fluid released from the penis when a male ejaculates), vaginal fluids, and breast milk. The virus is spread through high-risk behaviors including: unprotected oral, vaginal, or anal sexual intercourse (unprotected means not using a condom) sharing needles, such as needles used to inject drugs (including needles used for injecting steroids) and those used for tattooing. (AIDS 25) We have a great part on this issue, as well as it has a big impact to us, not only to us, but also, to the society. As a student, I am disagreeing at Same-Sex Marriage. Its just simply because that my principle for this situation is that god created only men and women nevertheless, third sex is written in the bible. And having sex with the same gender is a big sin. And as for my contribution, I am one of the few people who respect their lifestyle, because we are all created equally in the image and likeness of God. And I do believe that we are all part of a big and happy family.

Its tires and tube sales represent 83 % of 1991 corporate sales of $10.9 billion with corporate wide earnings of $96.9 million. It has its owned Goodyear Auto Service Centers and franchised Goodyear Tire Dealers in supporting its distribution and sale of tires in US. The Many Themes of William Gibsons Neuromancer :: Neuromancer Essays

William Gibson's Neuromancer is a complex story that deals with the future computer technology and the impact on the lives of the world citizens. There are themes of love, betrayal, trust, and forbidden knowledge within each of the story lines of the book. These story lines give a human quality to a world that is described as being controlled by computers and technology. Also throughout the book Gibson brings in the ethical and moral values of the debate over what cost humanity takes as technology advances. In the early 1900s when Henry Ford first used the automatic conveyor belt it came at the cost of hiring manual labor to do the job. The usage of the conveyor belt, however, redefined the factory assembly line. As with the previous example, technology comes with the advancement of a culture, but with those advancements come the decline of some part of the human aspect of the previous way of life. Sometimes this advancement is for the better and aids the next generation do more for their culture as well as the world, but there are those advancements that degrade humanity and cause more harm than good for the rest of society. Gibson deals with this debate and brings it into the modern era with creation of the Internet and World Wide Web in the late 1980s. Case as well as the other characters were faced with the underlying plot of if what they were doing for Wintermute was the right thing to do, and how would it effect the rest of society. Background of Research When the US Social Security retirement system was instituted in 1937, one major objective was to provide incentives for older workers to retire so that more jobs would be available for younger workers. At that time, life expectancies were considerably lower, and there were far more working-age adults than elderly. Now, however, continuation of current benefit levels has been presented as a major funding problem. 2 In order to increase the ratio of workers who pay Social Security and Medicare taxes to the number of people receiving Social Security retirement income and Medicare benefits, or at least to reduce the rate of decline, public policy is turning toward encouraging people to delay retirement. Similar changes in attitude are apparent throughout the economy. In decades past, workers in the US were required by many employers to retire at a certain age, usually 65, and seldom later than 70. Today mandatory retirement ages are rare. How does the Social Security retirement system in the US work? All workers in the US are required to participate in the Social Security retirement program, regardless of citizenship. Currently, 6. 2 percent of a worker’s pay is withheld, up to a maximum that is adjusted annually. An additional 1. 45 percent (with no maximum) is withheld to support Medicare, making a total of 7. 65 percent of earnings for most workers. The employer contributes the same amount. Self-employed workers must pay not only their own but also the employer’s portion, a total of 15. 3 percent up to the Social Security maximum for the year and then only the Medicare tax on any excess. To receive benefits upon retirement, one must have received credit for working at least 40 quarters. Full benefits have long been available at age 65; reduced benefits are available at 62 years of age, with increased benefits for those who continue to work up to age 70. In order to help maintain the solvency of the system, the full retirement age (FRA) is gradually being increased to 67 years of age for those born in 1960 and later. 4 Reduced benefits are still available at 62 years of age but will be reduced proportionately more since they will eventually be available up to five years earlier than the FRA. The maximum age for earning increased benefits for delaying retirement will still be age 70. Most Americans know that Social Security is headed toward bankruptcy. Nothing makes the point better than the poll taken a couple of years ago in which young people said they had a better chance of spotting a UFO than receiving Social Security benefits. But many may not know why the system is threatened. In order to develop a solution – one that meets my goal of saving Social Security for today’s retirees and those near retirement, the baby boomers and their children – we need to understand the serious difficulties facing Social Security. However, little research has been conducted on those who continue to work beyond the traditional retirement age, sometimes for many years. Since this group is gaining in size we need to better understand the factors associated with the decisions these workers make about maintaining their attachment to the labor force (or, in some cases, beginning employment). Increased healthcare costs for the elderly, in particular the costs of prescription drugs not currently covered by Medicare, have undoubtedly been a factor for many who have decided to continue working for pay. Employer-provided health insurance generally pays for most prescription drugs, minus a modest co-payment. Recent erosion of the retirement savings of many Americans after a precipitous decrease in the US stock market during the first half of 2000 has also contributed to the reversal of the trend towards earlier retirement that reached a low in 1993. By 2003, the overall labor force participation rates for those 65 years of age and over had increased to 18. 6 percent and 10. 8 percent of men and women, respectively, from lows of 15. 6 and 8. 2 percent. One important question that has yet to be answered satisfactorily is what impact having to work longer will have on the well-being of the oldest old. American policy-makers seem to assume that there will be little negative impact because the elderly are, in general, healthier, and are living longer. In recent years there has been much alarmist talk of the impending bankruptcy of Social Security, but it is in the private sector that real dangers of default now loom. Social Security is safe through 2041 or longer, but the pension fund crisis is already squeezing corporate budgets, with disastrous consequences for jobs. If nothing is done, this pension-and-jobs crunch will intensify over the next two years. While many CEOs sold at the top of the market, the pension funds and holders of 401(k)s were left with depreciating paper. Swooning stock markets have caused the major pension funds to lose 40 percent or more of their value since March 2000. Even the well-stuffed 401(k) has become a 201(k). Pension funding has become so central to today’s capitalism that these developments menace the financial good health of corporate giants as well as individual retirees. Most reports on the crisis have, understandably, focused on the plight of the 42 million Americans who have 401(k)s or the equivalent. But the impact on corporate pension schemes, on which a similar number of people depend, has been just as bad. Many businesses must now forgo investment or face bankruptcy because they cannot meet their pension obligations. (Achenbaum, 1986) In a â€Å"defined benefit† scheme (DB) the employer guarantees a pension calculated as a proportion of salary; this can be an onerous obligation for a company with many former employees. In a â€Å"defined contribution† scheme (DC), like the 401(k), only the contributions are defined, so benefits rise and fall with the market. Public-sector DB schemes are generally well and cheaply run, and are anyway guaranteed by state or federal authorities. But balanced-budget rules often force those authorities to meet pension underfunding by cutting other programs. Most large private schemes are now badly underfunded, their asset values depleted by stock declines and too many past-contribution holidays. We know this courtesy of recent reports from analysts at Merrill Lynch and UBS Warburg. Adrian Redlich of Merrill has undertaken massive research into the 348 companies in the Standard & Poor’s 500 with a DB scheme. He warned in November that these schemes would end the year with a pension shortfall of $300 billion, and this is still the best estimate. If underfunded nonpension benefits are included, an even scarier deficit looms. (Hudson, 1999) The pension crunch is not simply a result of CEO misbehavior; it’s also rooted in a flawed structure that aggravates the boom-and-bust cycle. During a boom, the pension fund soars and no contributions are needed to maintain fund solvency. But when times are bad and the employer faces cash ebb, the actuaries insist there must be more dough on the table. Companies hide the unpleasant truth by fancy accounting. When they can no longer do this, they cut investment programs. This financing regime is dangerously pro-cyclical–that is, it encourages booms and aggravates recessions. New laws could enhance the rights of those in pension plans, but last year’s House and Senate approaches to reform of DC schemes offered the wounded patient a Band-Aid, when what is needed is a blood transfusion. (Achenbaum, 1986) The House bill was quite gentle on corporations. It reduced the time employees have to wait before their pension holdings are vested, but it allowed employers to continue contributing to 401(k)s with matching company stock. Ted Kennedy’s Senate proposal limited the amount of their own stock employers can contribute and gives employees more say in how their retirement fund is invested. But Kennedy didn’t propose obliging employers to offer a contribution. More robust proposals are not yet in sight. In addition to reliable regulatory structures, more resources are needed. The pension-jobs squeeze has only just begun. For individuals its reality has been softened thus far by house price inflation and earnings that continue to rise slowly. But while many investors prefer not to know about it, the goosing of the DB pension numbers by unreal assumptions could well prove as dangerous to economic health as the Japanese banks’ huge inventory of nonperforming loans. Will the Bush Administration stand by and do nothing as this time bomb ticks away? If the Administration simply wished to help the corporations out of a tight spot, they could be legally released from their obligations to retirees. This would allow them to resume investing. But it would be grossly unfair and provocative. Another solution might be to pump money into the PBGC. But to use taxpayers’ money to bail out pension funds in the current deflationary situation would be a dangerous exercise. And the PBGC arrives on the scene too late anyway: It only kicks in once Chapter 11 is staring a company in the face. The DB funds might be rescued by imposing on employees compulsory additional contributions. But this would weaken demand and could spark a firestorm of resentment. The most likely outcome is one that would allow employers to convert DB schemes to a DC logic, using â€Å"cash balance† or some kindred formula, but shortchanging employees in this way would create legal as well as political difficulties. A determined plan could address the pension crisis before it gets any worse. Corporations should be obliged to make up for their past and present derelictions by replenishing their employees’ retirement funds. However, simply forcing employers to contribute cash to every worker’s pot or company scheme is not the answer. Opponents would rightly warn that this would raise labor costs, drain cash flow, undercut investment and reduce demand. Applied anytime soon, it would mug an ailing economy and send unemployment skyrocketing. It would aggravate, not solve, the pension crisis. There is one approach that would shore up depleted savings without threatening a shaky economy: The funding gaps could be plugged by obliging all corporations to issue new stock or bonds each year equivalent to, say, 10 percent of their profits. This share levy, or stakeholder premium, would be calculated like a corporate tax, but unlike such a tax, it would not be a deduction from cash flow, nor would it be passed on to consumers. And unlike payroll taxes, it would not add to labor costs, thus giving no reason to lay off workers. A great advantage of the share levy is that unlike an ordinary tax, it would not exacerbate the problems of an economy threatened by recession. The issuing of new shares does not oblige companies to pay out more in dividends–it simply adds to those who will receive such dividends in the future. The levy should be calibrated to insure that all retirement funds gain more than they lose. While it would act in some respects like a wealth tax, it would not take demand out of the economy. And its revenues and payments could be adjusted to moderate the swings of the business cycle. (Kingston, Schulz, 1997) Defining the Problem Believe it or not, in 1945 there were about 42 workers for each person receiving Social Security benefits. By 1960, that ratio had shrunk to about 5 to 1. Today, it’s 3. 4 to one and by 2030, there will be just 2. 1 workers for each beneficiary. At the same time, Americans are living longer. That’s good news. But it means retirees will receive benefits for a longer period. Americans are also having fewer children, which mean relatively fewer workers paying Social Security payroll taxes. It is those taxes that finance current benefits. (Buell, 1999) Aside from these demographic trends, first-time Social Security benefits are growing far faster than inflation. These benefits now rise with overall wage growth, and wages are rising faster than prices. The result: over the next 75 years, benefits will increase more than 20 times, while prices will go up at half that rate. A retiree in 2060, for example, has been promised annual benefits starting at over $140,000. The result is a system that would require people in the future to work longer hours and pay more in taxes to support retirees. By 2034, payroll taxes would need to be increased by 50% to pay promised benefits or benefits would need to be slashed. Between now and 2070, benefits will exceed payroll taxes by a cumulative $120 trillion. Is it any wonder young people don’t expect to receive their Social Security? Something better can be done and is happening. Every generation of Americans has left a legacy of prosperity for its children. We cannot let our legacy be a Social Security system drowning in a sea of red ink.
